In AASHTOWare Project, wage decisions include federal, state, or local rules dictating the wage rates contractors must pay their employees for work on agency contracts.
Federal wage decisions are issued by the U.S. Department of Labor under the Davis-Bacon and Related Acts. The Wage and Hour Division of the U.S. Department of Labor determines the prevailing minimum wage rates and fringe benefits for each geographic area to be paid on federally funded or assisted construction projects.
General wage determination decisions and modifications contain no expiration dates and are effective from their date of notice in the Federal Register, or on the date written notice is received by the agency, whichever is earlier. It is the responsibility of your transportation agency to ensure that the proper wage decisions are applied to each federally-funded construction contract. For contracts funded by non-federal funds, state or local wage decisions may be applied.
When you click the Wage Decisions link in the Reference Data component, the system takes you to the Wage Decision Overview component where you can add and change information contained in reference wage decision records. Initially, the Is Latest Modification filter is set on the component to only display the wage decisions with the largest modification number. To display all wage decisions, clear the Is Latest Modification filter.
Type criteria in the Quick Find search box to locate the wage decision you want to maintain or click Show first 10.
The system displays a rolling list of records for all the wage decisions in the system that match your search criteria. Each row contains an Actions button and current values for the following fields:
To change the information in a wage decision record, click the Decision Number link in the list, or select Open from the Actions menu on the wage decision's row.
To delete a reference wage decision, select Delete from the Actions menu on the wage decision's row. Click the Save button to apply your changes to the system.
Note: You cannot delete a wage decision that is currently associated with an active project or proposal.
To add a new reference wage decision to the system, select Add from the Actions menu on the component header. For more information, see Adding a Reference Wage Decision.
To add a new wage decision by copying an existing wage decision, select Copy from the Actions menu on the row for the wage decision you want to copy. For more information, see Copying a Wage Decision.

There are three ways (or views) you can choose to view or maintain the classification information in a wage decision record:
Simple: This is a limited set of wage decision information that does not include wage zones. To maintain a wage decision record in this view, select Simple from the Actions menu on the wage decision's row. For more information, see Maintaining Wage Decision Information - Simple View.
Basic: This is a limited set of information for the craft that does not include modified rates at the classification level. To view or maintain a craft record in this view, select Basic from the Actions menu on the wage decision's row. For more information, see Maintaining Basic County and Classification Information.
Full: This is a full set of information for the craft that includes modified rates at the classification level. To view or maintain a craft record in this view, select Full from the Actions menu on the wage decision's row. For more information, see Maintaining Full County and Classification Information.
