Maintaining a Proposal Vendor DBE Commitment

The Proposal Vendor DBE Commitment Summary contains all the information about the proposal vendor's DBE commitment, including DBE vendor commitments. You can access this page by navigating to the Proposal Vendor Summary, and then selecting View DBE Commitments from the Actions menu on the proposal vendor row.

Information on this page is contained in two components. The upper part of the page displays the Proposal Vendor DBE Commitment Summary component. This component summarizes the proposal vendor's DBE commitment.  

The lower part of the page contains the DBE Vendor component. This component allows you to maintain information for all the DBE vendors associated with the proposal vendor, including work types, materials, and trucking. For more information, see Maintaining DBE Vendor Information.

In the Proposal Vendor DBE Commitment Summary component at the top of the page, information is grouped on five tabs located on the left side of the component. The component opens on the General tab, where you can view or change the following information:

• Prime Vendor ID

• Calculated Vendor Bid Item Total

• Total Commitment Amount

• Total Commitment Percent

• DBE Sub Commitment Amount

• DBE Sub Commitment Percent

• DBE Goal Percent

• Comments

• Prime Vendor Name

• Total Race Conscious Amount

• Total Race Conscious Percent

• Total Race Neutral Amount

• Total Race Neutral Percent

If your agency uses external access, this information is read-only and is maintained by non-agency users. If your agency does not use external access, you can enter and modify information on this tab as needed.  

Click in a field and add, change, or delete information as needed. Click the Save button to apply your changes.

DBE Commitments List

The lower part of the General tab displays a list of all the DBE vendor commitments currently associated with this proposal vendor. Each row displays an Actions button and current values for these fields:

• DBE Vendor ID

• DBE Vendor Name

• Ethnic Group

• DBE Prop Vendor

• Commit Amt

If your agency does not use external access, you can delete a DBE vendor commitment if needed. Select Delete from the Actions menu on the DBE vendor commitment's row. The system shades the row gray to indicate it is marked for deletion. To reverse the delete action, click the Undo button. To apply your changes, click the Save button.

If your agency does not use external access, you can add a DBE commitment by navigating to the Proposal Vendor Summary component, locating the proposal vendor, and then selecting Add DBE Commitments from the Actions menu on the proposal vendor row. The system takes you to the Add DBE Commitment component (see Adding a DBE Commitment to a Proposal Vendor).

If your agency uses external access, DBE commitment information is read-only and is added and maintained by non-agency users. Agency users are not able to view the DBE commitment until after a non-agency user signs the DBE commitment. After the commitment is signed, the commitment is in the Under Agency Review phase.

When the DBE commitment is in the Under Agency Review phase, an agency user can progress the DBE commitment by selecting Progress from the Actions menu on the component header, or reject it by selecting Reject. Rejecting the DBE commitment returns it to the Rejected phase.

Progressing the DBE commitment moves it to the Ready for Approval phase. In this phase, an agency user can approve the DBE commitment by selecting Approve from the Actions menu on the component header, or reject it by selecting Reject. Rejecting the DBE commitment returns it to the Under Agency Review phase. Approving the DBE commitment moves it to the Approved phase.
