Analyzing Bids for Additive Sections

The Additive Analysis component enables you to compare vendor bids for a proposal defined with additive sections, and determine which additive sections are included when the proposal is awarded. You can compare and analyze bid totals for base sections and any combination of additive sections from all valid bidders. Ranking for each vendor is updated dynamically as you choose to include or not include additive sections. This type of bid analysis is often used when an agency has a limited amount of funds and wants to use all of the funds available for the proposal.  

Proposal sections are designated as additive by clearing the Base check box in the Proposal Sections and Items component. At least one proposal section must remain marked as a base section in order to perform additive analysis. Alternate sections cannot be additive (see Managing Proposal Sections and Items).

Before performing additive analysis, ensure that all bids have been entered or loaded, and all bid modifications completed. Bidders must bid on all additive sections. The proposal must be set to a workflow phase where the FixBidCalculations rule is active so that bid data is locked and cannot be modified (see Workflow Phase Rules).

To access the Additive Analysis component, navigate to the Bid Letting Status Summary component, and select Additive Analysis from the Actions menu on a proposal row.

At the top of the Additive Analysis component, you can view or enter a value in the Available Funds field to record the funding allocation for the proposal. The upper portion of the component lists the top three ranked vendors, their bids on base sections, their bids on the additive proposal sections currently selected for analysis, and the award total. The first time the Additive Analysis component is accessed for a proposal, the component displays the default low cost for all valid bidders.

The lower portion of the component is divided into two collapsible sections: one for Base Sections and one for Additive Sections. Base sections are always included in the awarded proposal. Additive sections might or might not be included in the awarded proposal, depending on the selections you save.

Each proposal section row displays read-only values for the following fields:

When you expand a proposal section row, the system displays a list of all valid bidders and their bids for the proposal section. Each row displays read-only values for the Vendor ID, Vendor Name, and Section Bid fields.

Selecting Additive Sections

Each row for an additive section displays an Include check box. When you select this check box, the system updates the Additive Total and Award Total amounts in the vendor ranking at the top of the component to include each vendor's bid for the selected additive section. When you clear the check box, the bid amounts for that additive section are removed from the totals. The Base Total amount remains unchanged regardless of which additive sections are selected.

Including and excluding additive sections can change which vendors are listed in the vendor ranking shown at the top of the component. You can continue selecting and clearing the Include check box for different additive sections to evaluate the effects on the total amounts and the top three vendors. All valid bidders are included in the recalculations, but only the top three are displayed in the vendor ranking.

After completing your analysis, you can save the current selection of additive sections included in the proposal by clicking Save. The system sets the Low Cost Flag on the proposal and bid sections according to your selection, with included additive sections set to Yes and excluded additive sections set to No. You can continue to modify and save the selection of additive sections until the proposal is awarded.

Only the base sections and the selected additive sections are included when the proposal is awarded, when you run the Final Detail Estimate and Contract Schedule of Items reports, or when data is passed to CAS or BAMS/DSS.
